Why a capacity-building model
Introducing a program is only the beginning. Sustainable implementation requires educators to translate training into daily classroom practice, local leaders to support consistent implementation, and systems to maintain quality as staff and programs change.
Our capacity-building approach develops expertise within the education system rather than relying exclusively on outside support. It combines practical training with classroom-based coaching, implementation feedback, digital learning resources, and coach development. This helps districts and states establish shared practices, strengthen internal leadership, onboard new staff, and extend implementation to additional classrooms and schools.
How we partner with districts and states with multi-year capacity building
STAR Autism Support partners with states, districts, and education service agencies to develop multi-year implementation and capacity-building plans tailored to their goals, starting point, and scale. Through professional learning, job-embedded coaching, implementation support, and local coach development, we help education systems build the knowledge, leadership, and infrastructure needed to sustain and expand high-quality implementation over time.
As internal capacity grows, responsibility gradually shifts from direct support by STAR Autism Support to district- or state-led training, coaching, onboarding, and continuous improvement. STAR Autism Support remains available as a strategic partner, providing ongoing guidance, fidelity support, advanced professional learning, and assistance as programs expand or needs change.

Who this approach is for?
Multi-year capacity-building partnerships are well suited for states, districts, and education service agencies implementing STAR Autism Support programs across multiple classrooms, schools, or regions. Plans can be designed for an initial cohort, a targeted group of schools, or a broader system-wide initiative, with the scope and level of support adjusted to each partner’s needs, resources, and implementation goals.
A phased approach to sustainable implementation
Phase 1: Establish the foundation
STAR Autism Support provides direct professional learning, in-class coaching and modeling, and implementation guidance to help educators put programs into practice. Together with district or state leaders, we establish shared goals, clarify implementation expectations, and identify educators and leaders who may serve as local coaches or implementation leads. We provide direct training, in-classroom coaching, and fidelity monitoring. STAR Coach candidates within your district begin their certification process.
Phase 2: Build shared capacity
Local coaches and leaders take an increasingly active role in training, coaching, problem-solving, and supporting new staff. STAR Autism Support works alongside them through coaching-of-coaches, advanced professional learning, implementation feedback, and targeted support. This shared approach helps expand internal expertise while maintaining consistency as implementation grows.
Phase 3: Sustain and expand
The district or state leads ongoing implementation, including coaching, staff onboarding, and expansion to additional classrooms or programs. STAR Autism Support continues as a strategic partner through options such as refresher training, new coach development and certification, fidelity and continuous-improvement support, and consultation when new priorities or challenges arise.
